The Commission for Development Studies was founded in 1981 as a follow-up to the 1979 UN-Conference 'Science and Technology for Development' in Vienna. In the outset, the Commission was established as an advisory body for the Federal Ministry of Science and Research. By initiative of the Secretary General of the Austrian Academy of Sciences at the time, Professor Schmetterer, the Commission was attached to the Academy and given financial means to support research projects for development.

Since January 1, 2009 KEF is hosted by the OeAD (Österreichische Austauschdienst)- Gesellschaft mit beschränkter Haftung -
Austrian Agency for International Cooperation in Education and Research (OeAD-GmbH).

PROF. SCHMETTERER  (8.11.1919 - 24.8.2004)

With the tragic decease of Prof. Schmetterer KEF lost its founder and long-term head. KEF was formally implemented on March 18th 1981 as an Austrian measure after the UN-conference "Science and Technology for Development", and it was chaired by Prof. Schmetterer. He was head of KEF from the day of implementation until December 31st 1988, when he had to pass the chairmanship on to his successor Prof. Löffler for health reasons. Despite his continuing loss of eye sight, he still actively attended the meetings of KEF. The commitment and tireless endeavour of Prof. Schmetterer have been serving as a role model for KEF until this day.

PROF. HEINZ LÖFFLER (17.03.1927 - 13.10.2006)

FM Professor Heinz Löffler died on October 13, 2006, shortly before the KEF 25th anniversary celebrations. He took over Prof. Schmetterer's duties as head of KEF on December 31st, 1988 and passed them on to Prof. Glatzel by the end of 2003. He has been shaping the character of KEF for many years and his name will always be connected to KEF.
