The World Development Report 2011:
Conflict, Security, and Development
The World Development Report is an annual publication by the World Bank with the focus on economic development. The report 2011 examines the changing nature of violence and underlines the negative impact of persistent conflict on development prospects. It notes that no low-income and conflict-affected state has yet achieved a single Millennium Development Goal.

'More than 1.5 billion people live in countries affected by violent conflict.
The World Development Report 2011: Conflict, Security, and Development examines the changing nature of violence in the 21st century, and underlines the negative impact of repeated cycles of violence on a country or region’s development prospects. Preventing violence and building peaceful states that respond to the aspirations of their citizens requires strong leadership and concerted national and international efforts. Combating Poverty and Inequality. Structural Change, Social Policy and Politics

'Poverty reduction is a central feature of the international development agenda and contemporary poverty reduction strategies increasingly focus on “targeting the poor”, yet poverty and inequality remain intractable foes. The new UNRISD Flagship Report „Combating Poverty and Inequality“ argues that this is because many current approaches to reducing poverty and inequality fail to consider key institutional, policy and political dimensions that may be both causes of poverty and inequality, and obstacles to their reduction. Moreover, when a substantial proportion of a country’s population is poor, it makes little sense to detach poverty from the dynamics of development. For countries that have been successful in increasing the well-being of the majority of their populations over relatively short periods of time, the report shows, progress has occurred principally through state-directed strategies that combine economic development objectives with active social policies and forms of politics that elevate the interests of the poor in public policy.
Dr. Sarah Cook, Director of UNRISD, will present the report in Vienna, and will be available to discuss the report’s findings and policy conclusions with distinguished commentators and the audience.'

Policy influencing course - scholarships available
Using knowledge to improve public policy in favor of the poor
Sharing Lessons Learned in Latin America, Asia and Africa
The project “Spaces for Engagement: Using knowledge to improve pro poor public policy”
is a GDNet initiative, implemented in Latin America by CIPPEC. The program builds on the
results of four years of intense work that aimed at improving the bridge between research and
public policies. The project started by unifying efforts to strengthen the capacity of Latin
American policy research institutes (PRIs) on their influence in public policies through diverse
activities such as: research, practical handbooks, workshops, face to face meetings and virtual
exchange of experiences in a Community of Practice (CoP).
The general objective is to develop and improve current capacities of researchers, trainers
and members of PRIs on their influence on decision makers regarding public policies in their
countries in the regions of Africa and Asia. Scholarships will be given to participate in this
course.
Criteria to select the participants will include: 1) reasons exposed in the essay, 2) the
experience of the postulant and/or his/her organization regarding public policies’ influence, 3)
the commitment of the participant and organization to share with others the generated
knowledge.
The course consists of six modules that will focus on the main components of a plan for
influencing public policies through research. The topics to be covered are:
- Introduction and overall approach to public policy influence
- The importance of defining the policy objective/s and actors involved
- Designing and developing a concrete proposal for building a policy influence plan
- Defining strategies and actions
- Effective communication
- What did we learn? Monitoring and evaluating our influence

Dreijahresprogramm der österreichischen Entwicklungspolitik

Am 14. Dezember 2010 wurde das Dreijahresprogramm der österreichischen Entwicklungspolitik dem Ministerrat präsentiert und zur Kenntnis genommen.
Das Programm wird von der Sektion VII im Bundesministerium für europäische und internationale Angelegenheiten herausgegeben und gibt die Entwicklungszusammenarbeit des Außenministeriums für die nächsten Jahre vor. Dabei ist die ADA die ausführende Einrichtung/Agentur des Außenministeriums.
Von der ADA-Webseite:
"Das Außenministerium (BMeiA) plant die Strategien und Programme, die Austrian Development Agency (ADA) setzt diese gemeinsam mit öffentlichen Einrichtungen, Nichtregierungsorganisationen und Unternehmen um."
Im Budgetplan für die nächsten Jahre ist die ADA von massiven Kürzungen bedroht. Dennoch schreibt BM Dr. Michael Spindelegger im Programmvorwort, dass es "ein Gebot der Stunde sei, eine klare Zukunftsperspektive für die Entwicklungsfinanzierung festzulegen" und dass "die Bundesregierung auf seinen Vorschlag hin neuerlich ein Bekenntnis zum Ziel von 0,7 Prozent des Bruttonationaleinkommens im Bereich der öffentlichen Entwicklungsfinanzierung abgegeben hat". Derzeit liegt die ODA-Quote allerdings bei knapp über 0,3 Prozent und eine Erhöhung erscheint bei den derzeitigen Sparplänen in der österreichischen EZA auch nicht wahrscheinlich.
Auszug aus dem Vorwort von Außenminister Dr. Spindelegger:
"Dessen ungeachtet ist es in unserem gemeinsamen Interesse, die Entwicklungszusammenarbeit finanziell breiter und solider aufzustellen.
Es ist notwendig, neue Quellen für die Entwicklungsfinanzierung zu erschließen. Ich halte daher weiterhin an meinem Vorstoß fest, zusätzliche Mittel durch eine die Entwicklungszusammenarbeit begünstigende Stiftungsbesteuerung zu lukrieren."

Aufgrund der ökonomischen und kulturellen Globalisierung geraten die rund 5000 indigenen Völker - über 300 Millionen Menschen - immer stärker unter Druck: Landknappheit - auch aufgrund des Klimawandels - und Ressourcenabbau, erzwungene Stadtmigration und politische Marginalisierung. Vor 40 Jahren wurde die Gesellschaft für bedrohte Völker gegründet und seit 25 Jahren engagiert sich auch die österreichische Sektion für die fundamentalen Land- und Menschenrechte der indigenen Völker. Tilman Zülch, der Gründer der Gesellschaft, und Alfred Brandhofer, Obmann der österreichischen Sektion, sind zu Gast bei Andreas Obrecht.

GDN: 2010 Annual Global Development Awards and Medals Competition launched
The Global Development Network (GDN) is now accepting submissions for its annual competition for
development research proposals/papers and development projects on the crucial topic of development finance. Researchers and NGOs from developing and
transition countries are invited to participate in the competition.
Competition themes:
- External Capital Flows and Financing for Development
- Domestic Resource Mobilization and Financial Sector Development: Another Angle to Look at the MDGs in a post-crisis world?
- Innovative Sources of Development Finance
Excerpts from the guidelines (projects):
'The Japanese Award for Most Innovative Development Project is a competitive grant
program administered by the Global Development Network (GDN) and supported by the
Ministry of Finance, Government of Japan. The program identifies and funds innovative,
early-stage projects with high potential for development impact to exceptionally
marginalized and disadvantaged groups located in developing and transition countries.
Since its inception in 2000, GDN has awarded roughly US$ 2 million in travel and grants
to finalist and winners. Nearly 6,500 researchers and development practitioners from
developing and transition countries have participated in this competition. Using GDN
funding as a launching pad, many projects go on to scale up or replicate elsewhere.'
'The Award is open to all development projects being implemented in Africa, Asia,
Commonwealth of Independent States, Middle East, Latin America and the Caribbean,
Pacific Islands, and the transition economies of Eastern Europe and Central Asia. The
project must be managed by a non-governmental organization with its headquarters in a
country in one of the above regions. The project must have been implemented before
June 30, 2009.'

Development Aid & MDGs in European Context:
EU commission demands more and better aid!
'In 2009, the EU aid level has slightly decreased and amounted €49bn. This corresponds to 0.42% of EU GNI, making the EU still far from meeting the intermediate collective target of 0,56% GNI by 2010, before reaching 0.7% EU GNI by 2015. The EU remains the most generous global donor, providing over half of global aid. The Commission proposes to Member States a number of actions in support of MDGs. They aim at increasing the level of aid while making aid more efficient and focused on those countries and sectors most in need. To feed into the action plan, the Commission also adopted a Communication on taxation and development which aims at increasing developing countries' domestic revenues through building stronger domestic fiscal systems and fighting tax evasion internationally. The action plan sets out a possible EU position ahead of the UN Summit on the MDGs this September.'

Austrian Partnership Programme in Higher Education and Research for Development
The consortium OeAD and Latin-America Institute (LAI) implements the new programme of Austrian Development Cooperation (ADC) for the promotion of academic partnerships between North and South.
According to the development policy trend in Europe and the ADC programmatic guidelines appear supports partnerships between higher education institutions in Austria and ADC key regions and priority countries in the South. The objectives are to improve the quality in teaching and research, to make the management and the administration at the involved institutions more effective and to strengthen the scientific dialogue nationally und internationally.
